No. 4 Federalism...Power is divided between national and local units by a Constitution.
A system in which power to govern is shared between national and state governments, creating what is often called a "federation."

Essentially the United States was informing the powers of the Old World (Europe) that the American continents were no longer open to European colonization and that any effort to extend European political influence into the New World would be considered by the United States "as dangerous to our peace and safety". The United States would not interfere in European wars or internal affairs and expected Europe to stay out of American affairs.
As you can see from our history after that date we stuck to only the latter half of that last sentence.
No. 6 Progressive tax. A tax imposed...where people with more disposable income pay a higher percentage of that income than do those with less income.
